The Opening of the project entitled “Improving Ambient Air Quality Monitoring Practices in Line with the EU CAFE Directive (2008/50/EC)”, which is the first IPA III project implemented by the Ministry, was held on 19 June 2025 at the Conference Hall of the Ministry of Environment, Urbanisation and Climate Change.
The project is implemented under IPA III, with the Directorate General for European Union and Foreign Relations / EU Investments Department acting as the Contracting Authority, and the Directorate General for Environmental Impact Assessment, Permit and Inspection as the Final Beneficiary.
The opening remarks were delivered by Mr. Soner Olgun, Head of the Laboratory, Measurement and Monitoring Department at the Directorate General for Environmental Impact Assessment, Permit and Inspection; Ms. Vivre Vimpari, Head of the Green Development and Inclusive Growth Section at the Delegation of the European Union to Türkiye; and Assoc. Prof. Dr. İsmail Raci Bayer, Head of the EU Investments Department at the Directorate General for European Union and Foreign Relations of the Ministry.
In his speech, Assoc. Prof. Dr. Bayer referred to the projects implemented by the Ministry during the Instrument for Pre-Accession Assistance (IPA) periods, including the funding processes and overall investment volume. He emphasised that the project on improving ambient air quality monitoring in line with the EU CAFE Directive is the first project managed by the Ministry under the IPA III period, and highlighted that the project should not be assessed solely in terms of its budget, but also in terms of the added value it will generate.
Following the opening remarks, the Project Team Leader, Prof. Dr. Eftade Emine Gaga, delivered a presentation on global and national efforts to combat air pollution and outlined the added value and expected contributions of the project.
Project Overview
The project “Improving Ambient Air Quality Monitoring Practices in Line with the EU CAFE Directive (2008/50/EC)” officially started on 8 May 2025 and will be implemented over a period of 12 months with a total budget of EUR 450,465.
The overall objective of the project is to improve the implementation of the EU environmental acquis in the field of ambient air quality and to strengthen the institutional capacity of the Ministry of Environment, Urbanisation and Climate Change in line with EU standards and the CAFE Directive.
To achieve these objectives, the project will provide technical assistance to beneficiary institutions to ensure more effective implementation of EU air quality legislation, in particular the CAFE Directive. Within this scope, activities will include the preparation of technical documents and guidelines for different target groups, support for the preparation of accreditation application documents, organisation of training activities and study visits, and capacity-building trainings aimed at enabling staff to effectively implement the accreditation process.
