| ABOUT THE PROJECT | Within the scope of the project, common methodologies applied in EU member states for reviewing Environmental Impact Assessment (EIA) reports were summarised and compared with the existing methods of the EIA General Directorate. An Action Plan was prepared to address the gaps identified as a result of this comparison. In addition, all sectors listed in the EIA Regulation were examined, the environmental impacts of each sector were identified, and specific formats and sector-based review guidelines were developed. Checklists compliant with the legislation were prepared, temporary desk support was provided to the Ministry of Environment and Urbanization when required, and workshops and national meetings were organised with the participation of NGOs, the private sector, and public institutions.
During the project process, EU and Turkish legislation were also compared and differences were summarised, and Turkish legislation was examined in detail alongside three EU member states. Support was provided to the EIA General Directorate in the preparation of draft regulations and circulars, and study visits were conducted to EU countries to observe best practices in the public participation process. Furthermore, field visits were carried out and the processes of selected sectors were identified in the light of current technologies. Project identification files and guidelines were prepared for the sectors listed in Annex II of the EIA Regulation, screening procedure criteria were developed, and workshops were organised with the participation of 81 Provincial Directorates to standardise implementation. |
