Project Preparation Unit Coordinator

He was born in Ankara in 1988. Her official place of registration is Erzincan Province. After completing her high school education at Ankara Mamak Cumhuriyet Anatolian High School, she began her studies at the Environmental Engineering Department of Middle East Technical University (METU) in 2006 and graduated in 2012. She was also awarded a degree in Business Administration by Anadolu University.

She started working as an Environmental Engineer at Başkent Occupational Health and Safety and Environmental Measurement Centre company and obtained her Class C Occupational Health and Safety Specialist certificate approved by the Ministry of Labor and Social Security in May 2013. She gained experience in preparing environmental measurement reports, conducting risk analyses for workplaces, and creating contingency plans.

In February 2014, she started working as a contract engineer at Eskişehir Provincial Directorate of Environment and Urbanization.  After working for 6 months at the Unit in Charge of EIA and Environmental Permits, she started working as an engineer in the Project Preparation Unit of the European Union Investments Directorate of the Ministry of Environment, Urbanization and Climate Change upon her central appointment in August 2014.  She took an active part in the preparation of infrastructure and capacity building projects to be financed in the environmental sector during the IPA II and IPA III periods.  As of August 2025, she has been appointed as the Acting coordinator of the Project Preparation Unit reporting to the Project Preparation and Monitoring Department, which was established following the reorganisation of the former European Union Investments Department under the General Directorate of European Union and Foreign Relations.

 

The duties of the Project Preparation Unit are as follows:

  • Preparing or having prepared the necessary documentation for infrastructure and technical assistance projects and capacity building projects, such as application forms and their appendices (feasibility report, cost-benefit analysis, EIA, drawings, designs), tender documents, Project Identification Document, Action Fiche, Action Document, Implementation Agreement, and similar documents; reviewing such documents, and making any required corrections in line with the opinions of the European Commission and relevant stakeholders;
  • Forwarding the application documents prepared for projects to the Programming Unit for application to the European Commission;
  • Working in coordination with the Programming Unit regarding the determination of project selection criteria;
  • Conducting site visits for infrastructure projects during the preparation phase and after the filing of funding application with the European Commission;
  • Forwarding the prepared draft tender documents to the Procurement Unit within the Project Tender and Implementation Department and working in coordination with the Procurement Unit during the approval process of the tender documents; and
  • Conducting other duties assigned by the Department Head.
