Monitoring and Evaluation Unit Coordinator

She was born in 1984 in Kütahya province. She completed her undergraduate study at Gazi University’s Faculty of Architecture and obtained the title of Architect in 2010. In 2020, she started her graduate study at Middle East Technical University’s Institute of Sciences, Department of Earth System Sciences and focused on energy efficiency indicators, sustainability policies, and international performance comparisons in her thesis “Evaluation of Energy Efficiency Indicators and Comparison of Countries’ Energy Efficiency Using a Scoring Method” and she was awarded her master’s degree in 2024.
She started her professional career in 2011 as an architect at the former Artvin Provincial Directorate of Environment and Urbanization. There, in addition to technical duties such as zoning, building inspection, and building materials inspection, she also carried out architectural project production, construction permit granting processes, zoning applications, and accessibility inspections.
In 2019, she started working as a monitoring and assessment specialist at the former Ministry of Environment and Urbanization’s General Directorate of European Union and Foreign Relations, Department of European Union Investments and she actively engaged in the processes of monitoring-assessment and reporting on IPA projects, besides undertaking tasks in both the technical and managerial aspects of the monitoring and assessment processes. As of August 2025, she has been serving as Acting Head of the Monitoring and Assessment Branch.
The duties of the Monitoring and Evaluation Unit are as follows:
- Monitoring the implementation of the Operational Programme, Multi-Annual Programme and Annual Programme, conducting the required site audits for this purpose and overseeing monitoring indicators;
- Preparing Monitoring Documents and Reports for the Sectoral Monitoring Committee and conducting secretarial works for the committee;
- Preparing Sectoral Annual and Final implementation reports and submitting such reports to the European Commission, the National Authorising Officer and the National IPA Coordinator;
- Reporting as necessary for the IPA Monitoring Committee;
- Preparing an annual plan for onsite control visits and ensuring the implementation of this plan;
- Coordinating efforts for the mid-term evaluation and closure of the programme;
- Overseeing and coordinating the monitoring and performance indicators within the scope of the programme, project and administration;
- Preparing consolidated reports to be submitted to the European Commission and the Minister’s Office; and
- Conducting other duties assigned by the Department Head.
