He graduated from Atılım University’s Businesses Administration Department (instruction language: English) in 2009. Starting his career in the private sector, Mr. INAN gained experience in financial operations at Türk Telekom and Gübretaş before shifting to the public sector in 2014.

Serving at the Ministry of Environment, Urbanization, and Climate Change as from 2014, Mr. İNAN has specialised in the financial management, tender processes, and contracts of projects funded by the European Union. Having served as the Tender Affairs Branch Director at the EU Investments Department from 2017, Mr. İNAN has assumed the task of Head of the Managing Authority Department and Head of the Project Preparation and Monitoring Department, reporting to the Office of the Managing Authority under the IPA Program, as of August 2025.

Mr. İNAN has a vast experience especially in the Management of IPA Funds, PRAG Tender Rules, and FIDIC Contract Practices. He has been actively engaged in projects conducted by the European Union Delegation to Turkey and national institutions for many years, and he has assumed responsibility for preparing tender and grant dossiers, setting up and chairing assessment committees, and conducting contract negotiations and contracting procedures.

Besides his professional duties, he attended various training courses in the fields of the EU Fund Management, Grant Procedures and Contract Law, and contributed to sector meetings as a representative of Türkiye.
