Procurement Unit Coordinator
İlker AKBAY

He was born in Ankara in 1971. After completing his primary and secondary education at TED Ankara College, he started his undergraduate study at the Department of Urban and Regional Planning at METU (Middle East Technical University) In 1995, he was awarded his bachelor’s degree and started working at a private urban planning office.
In 1997, he was assigned as a Town Planner at the Ministry of Public Works and Settlement. Upon the establishment of the Ministry of Environment and Urbanization, he served as Acting Head of the Urban and Spatial Strategies Department for a year in 2011. Besides his contributions to Environmental Plans, Zoning Plans, Disaster Plans, Tourism Centres Environmental Planning and Master Zoning Plans, Coastal Reclamation Plans, post-1999 Marmara Earthquake Yalova Province Disaster Survivors Settlement Area Site Selection and Zoning Plans, he also served on the Qualification Certificate Commission established pursuant to the Regulation on the Qualification of Designers Assuming the Task of Plan Preparation and the Natural Assets Conservation Regional Commissions in Muğla and Mersin Provinces. He also followed the European Union Regional Agenda and Sustainable Cities programmes and studies on the European Union Regional Policies. He took part in the efforts for the preparation and monitoring of spatial strategy planning and the KENTGES Urban Development Strategy and Action Plan. He participated in the preparatory process of the 10th Development Plan Local Administrations Special Expertise Commission, the 2009 Urbanization Council and the 2017 Urban Planning Council. At the same time, he contributed to the preparation of the Türkiye National Report within the framework of Habitat III Congress, besides the World Bank Türkiye Urbanization Review Report.
In 2018, he was assigned to the Ministry of Environment and Urbanization, General Directorate of the EU and Foreign Relations, Department of European Union Investments and acted as an Irregularity Officer at the Quality Assurance and Control Unit. He served as the Coordinator of the Quality Assurance and Control Unit from 2019 to 2025. He has been serving as the procurement unit coordinator at the Project Implementation Department that has been established following the reorganization of the General Directorate of the EU and Foreign Relations.
He is married with one child and has a good command of English.
The duties of the Procurement Unit are as follows:
- Lodging tenders in line with the European Union procedures, preparing tender dossiers and conducting tender assessments;
- Carrying out correspondences related to the tender process, preparing the necessary announcements and notifications, coordinating with the European Union Delegation to Türkiye during their approval process;
- Sending tender-related documents to the Quality Control Unit for internal control within the Department;
- Coordinating the delivery of tender dossiers to bidders;
- Preparing and updating the tender calendar schedules as necessary;
- Coordinating the signing of contracts;
- Issuing calls for proposals under grant schemes, evaluating applications and concluding their contracts;
- Working in coordination with the Finance Unit to ensure that payment schedules are prepared; and
- Conducting other duties assigned by the Department Head.
