He was awarded his first foreign language proficiency certificate by Cambridge University in England in 1993. In the Student Selection Exam held in 1996, he ranked 760th in Türkiye out of nearly 1 million testees, and was won the Middle East Technical University’s Civil Engineering Department, where he obtained his bachelor’s degree in 2001 and was awarded a place on the honour roll. He obtained his master’s degree in Building Materials at the same department in the year 2004 and attended a Ph.D program. After completing his doctorate degree courses and obtaining the METU Institute of Science Course Performance Award, he continued his doctorate for a while at the METU Department of Architecture, then completed his Ph.D program at Kırıkkale University’s Department of Civil Engineering. Under the the decision of the Interuniversity Council of 23.2.2024, he was awarded the title of ASSOCIATE PROFESSOR in the field of Civil Engineering / Building Materials Discipline.

He started his career in 2001 as a Research Associate in the Building Materials Laboratory of the Civil Engineering Department at METU, and in 2008, he quitted the academic staff to start his public service career as a ‘Senior Civil Engineer’ at the former Ministry of Public Works and Settlement. He gained his first administrative experience in 2011 by serving as the Acting Head of the Strategic Management and Planning Department at the Directorate of Strategy Development, and he served as a Department Head at the Ministry of Environment and Urbanization (as the Head of former Professional Regulation and Monitoring Department at the General Directorate of Professional Services; and at the former General Directorate of Infrastructure and Urban Transformation Services, as the Department Head of Risky Buildings initially and as the Head of Cartography and Property Department and the Head of Transformation Areas Department, the Head of former Independent EU Investments Department, and the Head former EU Financial Assistance Department at the General Directorate of European Union and Foreign Relations) from 2012 to 2021.

Currently, he serves as the Head of Project Implementation Department at the General Directorate of European Union and Foreign Relations of the Ministry of Environment, Urbanization, and Climate Change, besides holding the office of the Head of Intermediate Body for IPA Finance Management. He released various scientific publications including 17 articles in international peer-reviewed journals, 3 articles in books, 9 papers at international conferences, and 2 poster presentations at international conferences, and he lectured undergraduate and graduate courses as a part-time lecturer at Ankara Yıldırım Beyazıt University’s Department of Civil Engineering. His hobbies include Photographic Memory Training, and he performed professional memory demonstrations on various local and national TV channels during his undergraduate studies. 

He is married and father of a son.
