The Tender Dossier structure, which is used in the tenders falling within the scope of the EU external assistance projects (IPA programmes), is elaborated in PRAG (Practical Guide) appendices. PADOR (Potential Applicant Data Online Registration) is an online database system developed by the European Commission. This system serves the purpose of centrally gathering and keeping up-to-date the corporate details of institutions and organizations that file applications for the grant programmes financed by the European Union.

Institutions create a one-off record via PADOR to obtain a EuropeAid ID (PADOR ID) number and use this identity in all of the EU grant applications. This eliminates the resubmission of the same information in each and every project call.

PADOR system is accessible at https://webgate.ec.europa.eu/pador address.

During IPA II period (2014–2020), all eligible institutions and organizations that would file applications for the grant programmes financed by the European Union had to register with the PADOR system.

  • The system has ensured that applicants submit their:
  • Legal status,
  • Corporate and financial capacities, and
  • Project experience backgrounds

in a single platform.

PADOR record has been applicable to the concept note and full application stages of all grant calls conducted in the scope of PRAG (Procurement and Grants for EU External Actions) guidelines.

In IPA III period (2021–2027), PADOR system has now been used in an integrated manner with the Funding & Tenders Portal. PADOR ensures, in this new period, that applicants can keep their legal, financial, and operational details up-to-date and that the European Commission can verify such details digitally.

Applicants must have valid PADOR records as part of grant calls released in IPA III scope. This record serves as a basis in the assessment of an institution’s eligibility, financial strength, and track record.

Note: PADOR record is required only for grant applications and it is not used in tenders.

FIDIC is the abbreviation of the French term “Federation Internationale des Ingenieurs Conseils” and it denominates the International Federation of Consulting Engineers established in Switzerland. The general terms of reference prepared by FIDIC for construction contracts are used in Türkiye as the general terms of reference for the construction contracts signed as part of the European Union’s Pre-Accession Financial Assistance (IPA).

Terms of Reference (ToR) is the technical specifications used in the service procurement tenders. It generally describes the activities that a project’s beneficiary requests a consulting company to do. Consulting companies draft their technical proposals (organisation and methodology) in line with these terms of reference. In the international restricted tenders procedure, ToRs can be prepared in two ways; i.e., Fee-Based and Global Price.

The term Description of the Action (DoA) has two meanings.

First, it is a “Description of Action” document relating to the European Union projects to be implemented by a party that is considered to be a monopoly in its own field such as an international organization that is closely related to and qualified for a given project’s subject. This is an underlying document whereby a project’s objectives, activities, expected outcomes, time schedule, and budget are elaborated.

DoA ensures a transparent, measurable, and trackable execution of a project implementation process.

Titles Generally Included in DoA:

  • General and special objectives of a project
  • Work plan and time chart
  • Expected output and outcome indicators
  • Project management structure and responsibilities
  • Reasons of budget items and costs
  • Sustainability
  • Visibility, communication, and reporting obligations

There can be supplementary sections such as horizontal issues.

Second, “Description of the Action” is one of the sections included in the Application Form of a grant project’s bidding dossier. It needs to be prepared in line with the matters enumerated in a grant call.

The tenders called by the Ministry of Environment, Urbanization, and Climate Change in Türkiye within the scope of the European Union Pre-Accession Financial Assistance (IPA) are carried out under the provision of “they are not subject to this Law with the exception of fines and disqualification from tenders” pursuant to the Article 3/c of the Public Procurement Law 4734.

Tenders relating to the projects conducted in the programme framework are executed in four main groups as follows:

  • Works (construction);
  • Supplies (goods procurement);
  • Services; and
  • Grants.

The tenders conducted by the Ministry for works and supplies are generally carried out in international open or local open procedure, while tenders for services are predominantly conducted via international restricted procedure. The other tender procedures described in requirements PRAG can be applied as necessary in line with the project requirements.
