Within the scope of the European Union–funded project “Strengthening the Energy Performance of Public Building Stock through Sustainable Strategies,” the 1st Steering Committee Meeting was held at our Ministry on 24 March 2026.
The meeting commenced with the opening speech delivered on behalf of the Contracting Authority by Assoc. Prof. Dr. İsmail Raci BAYER, Head of the Project Implementation Department, Directorate General for European Union and Foreign Affairs, Ministry of Environment, Urbanization and Climate Change. Participants included Asuman ÖZALTAY, Sector Manager of the EU Delegation to Türkiye; Esra TURAN TOMBAK, Head of the Department of Foreign-Funded Investments, Directorate General of Construction Works; Ayşegül UMUTLU, Contract Manager of the Directorate General for European Union and Foreign Affairs; representatives of the end-beneficiary institutions; and officials from the consultant company.
The agenda covered a detailed evaluation of the overall project framework, current progress, planned activities for the upcoming three months, and risk management. Participants engaged in comprehensive exchanges of views to both review the present situation and clarify the next steps.
With a budget of €4,700,000, the project aims to ensure the implementation of data-driven decision-making processes and energy-efficient renovation strategies through the development of technical and digital tools, while also supporting the widespread adoption of these strategies via capacity building, awareness-raising, and policy and sector development activities.
As part of the planned activities, various tools will be integrated to develop a transparent and accountable energy performance contract model for use in public building energy efficiency renovations. Furthermore, a structured dialogue mechanism will be established among ESCOs, public investors, and financial institutions to support the development of energy performance projects. The project also seeks to strengthen the institutional capacity of stakeholders in the field of energy efficiency and building energy performance, while raising awareness levels across the sector.
