Within the framework of the Supervision Mission to be carried out by the European Commission between February 23–27, 2026, targeting the European Union Delegation to Türkiye, a meeting was hosted by the Directorate General for Financial Cooperation and Project Implementation of the Ministry of Foreign Affairs Directorate for EU Affairs. The meeting took place on 23 February 2026 on Monday, at 10:30, at the Directorate’s headquarters.
The meeting was attended by representatives from the European Commission’s Directorate-General for Enlargement and Neighbourhood (DG ENEST), specifically units C3 (Türkiye) and R4 (Contracts and Finance), as well as Managing Authorities and Intermediate Bodies for Financial Management operating under the IPA Program. Representing the Ministry, officials from the Directorate General for EU and Foreign Relations — namely the Project Implementation Department and the Project Preparation and Monitoring Department — participated. In this context, Assoc. Prof. Dr. Raci BAYER attended on behalf of the Project Implementation Department, while Department Head Mehmet Yunus İNAN represented the Project Preparation and Monitoring Department.
The supervision mission is a management tool conducted within the European Commission’s Internal Control Framework. It aims to assess the EU Delegation’s capacity to manage external assistance, the audit competence of institutions under indirect management, and the level of achievement of program objectives. Additionally, it seeks to strengthen mutual understanding between the Commission and the Delegation, enhance information exchange, and contribute to the effective management of IPA funds.
During the meeting, current developments regarding the programming and implementation processes of IPA programs were discussed. Challenges encountered in fund management under indirect management were evaluated, and an open and constructive exchange of views among institutions was carried out.
