Irregularity means any infringement of applicable rules and contracts resulting from an act or an omission by an economic operator, which has, or would have, the effect of prejudicing the EU General Budget by charging an unjustified item of expenditure to the General Budget and it should be understood as a breach of both the Community provisions and national legislation within the framework of programmes and projects funded by the European Union.

Within this framework, everyone can make irregularity notices in connection with the implementation of any projects and programmes funded by the European Union.

  • You can notify irregularities at https://mis.csb.gov.tr/sikayet.jsp Such notices must relate to the implementation of projects under the responsibility of the Ministry of Environment, Urbanization and Climate Change, General Directorate of the European Union and Foreign Relations, Project Implementation Department and Project Preparation and Monitoring Department.
  • If your notice satisfies the above conditions, an Irregularity Officer will carefully consider it, take required actions in case the validity thereof is confirmed, and initiate the relevant procedures for the determination, recording, and reporting of the irregularity.

Irregularity can be observed in the tender stage of a project, or in the contract implementation stage, or in the monitoring stage following the completion of implementation. Any irregularity determined is reported to our institution’s Irregularity Officer in writing. The irregularities that are justified following an investigation are uploaded to the European Union’s Digital Irregularity System. The EU authorities are entitled to take fiscal or criminal action depending on their assessment after notification.

Reporting is made by using the official predetermined format and via authorized units.

Failure to notify will give rise to the breach of project rules, which, in turn, may lead to financial sanctions or project cancellation.
