Programming Unit Coordinator

She was born in Ankara in 1982. She was accepted into the Environmental Engineering Department at the Middle East Technical University in 2000 and obtained her bachelor’s degree in 2005. In 2003, she started attending a minor programme of the Building Analysis and Design at the Civil Engineering Department of the same university and completed the programme in 2005.

In 2005, she started working as a project engineer at Mavi Mühendislik A.Ş., a private company, and gained experience in wastewater treatment plant project designs. In 2005, she also began her Master’s Degree Program offered by the Environmental Engineering Department at the Middle East Technical University. She worked as a researcher in the project “Studies for the Compliance of Textile Industry with with the European Union’s IPPC Directive” and prepared her Master’s thesis on “The Evaluation of the Best Available Wastewater Management Techniques for the Textile Industry: Benefit and Cost Analysis” and completed her Master’s Degree Program in 2008.

In 2007, she started working as an Assistant Environmental and Forestry Specialist at the former Ministry of Environment and Forestry, General Directorate of Environmental Management, Water and Soil Management Department, Wastewater Treatment Technologies Branch. She took part in numerous legislative efforts on urban wastewater management, worked in national and international projects, specialized in wastewater treatment technologies and designs, both in terms of legislation and technical aspects, and became an Environmental and Forestry Specialist in 2010.

Following the restructuring of the Ministry, she continued serving as an Environmental and Urban Planning Specialist in the same unit and, by the end of November 2016, was assigned as a project preparation specialist in the former European Union Investments Directorate. Following her active participation in the project preparation efforts of IPA II infrastructure projects for two years in this unit, she was appointed as the Acting Coordinator of the Programming Unit of the same department in November 2018. She currently holds this office. 

She is married and mother of a child.

 

The duties of the Programming Unit are as follows:

  • Preparing the Operational Programme, Multi-Annual Programme and Annual Programme in the field of Environment and Climate Change within the framework of financial relations with the European Union, organizing information campaigns for the promotion of the programme, and making changes and/or corrections to the programme where required;
  • Preparing the Strategy Response Paper in coordination with all relevant stakeholders and updating it annually;
  • Issuing project calls, receiving project requests and conducting their pre-assessment;
  • Conducting project prioritisation studies in cooperation with end-beneficiaries and relevant institutions and organizations and determining project selection criteria within this framework;
  • Filing the applications of the prepared documents of all prioritised projects and actions with the European Commission;
  • Preparing the Communication Action Plan;
  • Conducting all visibility and communication activities within the scope of the programmes;
  • Performing financial planning at the programme level for EU funds, making budget and co-financing arrangements, carrying out revisions to the Financing Agreements;
  • Managing, coordinating and updating the website of the IPA Units; and
  • Conducting other duties assigned by the Department Head.
