The programme aims at addressing the climate change in a better way and, with regard to Türkiye’s European Union climate change policy,
- furthering the Türkiye’s harmonization with the EU acquis;
- protecting the environment;
- supporting Türkiye’s environmental and climate goals; and
- improving the citizens’ quality of life

As part of the Environment and Climate Action Sector Operational Programme and
Water Management
Waste Management
Environmental Management for Sustainable Development
it is intended through the projects implemented during IPA II period to provide more citizens with drinking water supply, wastewater treatment, and solid waste management infrastructure that are ameliorated in line with the EU standards; to develop legal and administrative capacities in climate action, air quality, civil protection, statutory regulations, and nature conservation; and to enhance the resilience of sensitive economic sectors and infrastructure for climate change.
20 projects are being implemented within the scope of the Action for
Water Management with an aim to
• improve water quality in Türkiye including drinking water, wastewater, and wetlands;
• increase institutional capacity in the area of water; and
• develop infrastructure for drinking water and wastewater treatment.
4 projects are being implemented within the scope of the Action for
Waste Management with an aim to
• develop infrastructure for integrated solid waste management; and
• increase institutional capacity in the area of waste management.
11 projects are being implemented within the scope of the Action for
Environmental Management for Sustainable Development with an aim to
• increase institutional capacity for climate and disaster resilient environmental economics;
• increase institutional capacity for industrial pollution, chemicals, air and noise pollution, horizontal legislation, resource efficiency, nature conservation, climate change, and disaster management; and
• expand social awareness towards the fight against climate change and adaptation.
